Description

Add a new config option to SetAbsTwk?() (or similar) for all of the generators. Essentially, I want to be able to provide errors in terms of the generator sigma values, or in terms of an fractional deviation from the nominal.

This is essential for NEUT in particular, where the sigma values are often very outdated.
